Double Transition Voucher:
€4.4M for Lombardy SMEs

With Resolution D.O. no. 174 of 2 July 2026, Unioncamere Lombardia opened the Lombardy Double Transition Voucher 2026: €4,463,500 in non-repayable grants for micro, small and medium enterprises investing in digital and green technologies — cloud, cybersecurity, artificial intelligence, IoT — together with consulting and training. It is the first Lombardy call of the new national cycle of PID (Punto Impresa Digitale) vouchers, linked to the Transition 5.0 plan and the MIMIT decree of 17 March 2026. Submissions open on 28 July at 11:00, processed in chronological order: those who arrive prepared, arrive first.

How much it funds, and for whom

The voucher covers 50% of eligible expenditure up to €10,000, with a minimum investment of €4,000. Cumulative bonuses apply for the gender equality certification (€250) and the legality rating (€150, €300 or €500 for one, two or three stars). The scheme operates under the de minimis regime (Reg. EU 2023/2831). SMEs with a registered office in Lombardy and a production unit in one of the participating chamber territories can apply — with the budget allocated per territory:

Two exclusions worth reading first, because they cut out more companies than you would expect: the Bergamo Chamber of Commerce does not participate — companies with production units only in the Bergamo province are out — and companies that already received funding from the 2025 Lombardy 4.0 digital voucher scheme cannot apply. The remaining requirements: a regular DURC, the annual chamber fee paid and an insurance policy against catastrophic events.

The rule that decides everything: mixed projects and qualified suppliers

Unlike many “buy and report” schemes, here the project must be mixed by design: technologies on one side, consulting and/or training on the other, with the consulting and training component weighing between 30% and 70% of eligible expenditure. A project made only of licences and equipment does not qualify; neither does one made only of consulting.

The eligible technologies (Article 7) span the whole digitalisation perimeter: cloud, cybersecurity and business continuity, artificial intelligence (machine learning, LLMs, AI agents), IoT and sensor networks, big data and analytics, robotics, additive manufacturing, ERP/MES/CRM, blockchain, augmented and virtual reality, fintech and geolocation. For capital goods, any supplier will do. But not for consulting and training: they can be delivered exclusively by the qualified suppliers of Article 6 — competence centres, EDIHs (European Digital Innovation Hubs), certified incubators, universities and accredited bodies, certified innovation and energy managers, ESCOs, and suppliers registered in the Unioncamere Lombardia public register of 4.0 services and technology suppliers. Eligible consulting also includes digital and green audits and development plans, the implementation of the technologies covered by the call, and the implementation of information security management systems such as the ISO/IEC 27001 series — ground we know well. Mind the exclusions, though: invoices under €300, websites, telephony, web advertising, second-hand goods and rentals, tax and legal consulting, mandatory training and mandatory certifications. And plain computers are not eligible unless strictly tied to another technology covered by the call.

Dates and how the application window works

The mechanism is the same we saw with the PI26 grant in Emilia: a chronological window, funds per territory, and the richest allocation (Milan, €2.5 million) is also the most contested. It is not a formal click day, but in territories with smaller budgets — Sondrio has €93,500 — the funds can run out quickly.

What to prepare before 28 July

• 1The Selfi4.0 report — the digital maturity self-assessment, completed or updated after 1 January 2026, is a mandatory attachment.
• 2A project with the right proportions — technologies plus consulting/training, with the services component between 30% and 70% of the total. It is the constraint most applications risk stumbling on.
• 3The quotes — addressed to the company, with technical data sheets for capital goods, and consulting/training quotes from a qualified Article 6 supplier (which must be registered in the register before the application is submitted).
• 4The administrative attachments — Annex A (project, via the online form), Annex B (expense schedule with supplier tax codes), Annex C (company size), the catastrophic-events insurance certificate, plus a working digital signature and ReStart access.

Our role

AtWorkStudio can cover the whole perimeter of the project: the technologies — cloud, cybersecurity, business continuity, data management — and the qualified consulting the call requires, as a supplier registered in the Unioncamere Lombardia public register of 4.0 services and technology suppliers. We are certified to ISO/IEC 27001, 27017, 27018 and ISO 9001, with cloud services qualified by ACN (the Italian National Cybersecurity Agency). One necessary caveat: the window is chronological and funds are allocated per territory — nobody can guarantee the outcome of an application, but a well-built, complete project takes days to prepare, and these are the days.
